Grave resentment and dissatisfaction have developed among a section of officials following an exclusion of their names from a circular issued by the Public Administration Ministry for posting new deputy commissioners (DC).

They alleged that many of the appointments were made through bribery.  

In a protest, the deprived aspirants on Tuesday vandalised the room of a joint secretary who acted as the Member Secretary of the committee, formed to prepare the DC fit list.

The Bangladesh Post also obtained an exclusive video footage which shows that a group of Deputy Secretary (DS) rank officials, mainly from 24th BCS administration cadres were creating chaos.

The footage also shows that scuffles broke out between the disgruntled deputy secretaries and their senior officials in protest of alleged ‘corruption’ and ‘massive irregularities’ in appointing DCs during a major administrative reshuffle after the fall of ‘fascist’ Sheikh Hasina regime. According to the sources in the secretariat, many deprived officials accused Joint Secretary KM Ali Azam of handling Tk 2 crore for some DC posting.

Around Tk 25 crores bribes were taken for appointing some controversial officials as DCs on Monday and Tuesday, deprived officials alleged.

The Bangladesh Post could not independently verified the claim of bribe behind appointing some controversial officials and DCS.

Talking to the Bangladesh Post, KM Ali Azam said, “They ( deputy secretaries) are attacking me. They are misbehaving with me. They have vandalised my room. They have done everything….”

On Tuesday, BNP's Senior Joint Secretary General Ruhul Kabir Rizvi also alleged that 25 people were posted as DC Monday. All these 25 DCs were activists of the Bangladesh Chhatra League, the student wing of the AL. 

They have now become DCs and they will not work for democracy, the senior BNP leader further alleged.

Amid strong criticism and media reports, newly appointed DC of Sylhet district P K M Enamul Karim was transferred before taking charge. He was withdrawn the day after the appointment.

He was replaced by Sher Mahbub Murad, who was working as DS of the Road Transport and Highways Department.

On Tuesday, the Ministry of Public Administration appointed Sher Mahbub Murad in a notification. In the same notification, Enamul Karim was withdrawn.

Earlier on Monday, the government had appointed new DCs in 25 districts of the country. Among these, Enamul Karim was appointed as the DC and District Magistrate in Sylhet. He was serving as DS of the Ministry of Public Administration. 

However, the government withdrew him the day after his appointment for his alleged misconduct with Nusrat Jahan Rafi, a student of Sonagazi Islamia Dakhil Madrasa, who was found burnt at the madrassah complex on April 6, 2019. 

She died four days later while undergoing treatment at Sheikh Hasina Institute of Burn and Plastic Surgery of Dhaka Medical College Hospital (DMCH).

Nusrat Jahan Rafi and her mother Shireen Akhtar went to the then Additional Deputy Commissioner (ADC) of Feni Enamul Karim to get justice. But instead of justice, at that time Nusrat was accused of staging 'drama'.

Before Nusrat's death, Enamul Karim allegedly threatened her mother Shireen Akhtar and said, "If you do not prove the case against Principal Sirajuddaula, the principal's people will file a defamation case of Tk 50 lakh against you."

At that time, Nusrat was completely broken mentally by the words of Enamul Karim, the then senior government official of the district.

Then Rafi told ADC Enamul Karim, you are like my father. You listen to my words, said media reports.

Rafi tried to report her complaint against the principal of the madrasa to the ADC. Enamul Karim said, the principal is bad, everyone knows that. Why did you go to him? In reply, Rafi said, the principal called me with the peon.

Then ADC Enamul Karim said, when you have gone, why can't you digest it? Have you arranged such a drama to put your father in a madrasa?

After Enamul Karim was appointed as the DC of Sylhet, the much talk issue came to the light again. In this situation, Enamul Karim was removed from Sylhet after one day.

In a major administrative reshuffle, the authority on Tuesday appointed new DCs to 35 districts.

The appointments were made in separate notifications issued by the Ministry of Public Administration.

Earlier on Monday, the authorities had appointed DCs in 25 districts, including Dhaka.

The interim government also withdrawn a total of 38 DCs across the country on Tuesday.
