The Bangladesh Public Service Commission (PSC) is yet to issue a circular for the 41st BCS recruitment. It seems that PSC itself does not know when it will be able to issue the notification, as the country’s lone cadre appointment authorities are yet to issue the circular or list of the successful or qualified candidates of the 38th BCS recruitment. And nobody knows when it will be published.
As a result, thousands of frustrated candidates are being forced to apply for other non-cadre government jobs due to delay in releasing recruitment notice. Most of them have completed their post-graduate studies immediately after applying. A large portion of the candidates is from middle and lower middle class families. Many are also of the lower class. They do not even have a seat in the hostel. They have no income ways. Many have small jobs or tuition.
PSC chairman Dr Mohammad Sadiq said, “Different types of recruitment tests are underway. It is important to recruit them. However, a meeting of the Commission will be convened soon, then the 41st BCS notification day will be finalized. Although not this month, ads may be published early next month. '
About six months ago, ministries demanded vacancies be filled at various cadre entrances. The Ministry of Public Administration scrutinized the matter and handed it over to PSC on May 9. 2,513 people will be recruited in the 41st BCS. Of them, 323 will be appointed to the administration cadre. There are 25 in the Foreign Cadre and 100 in the Police Cadre.
Besides, there are 23 in Ansar cadre, 25 in audit and accounting cadre, 60 in tax cadre, 23 in tariff and excise cadre, 8 in cooperative cadre, 12 in statistics cadre, 6 in railway transport and commercial cadre, 23 in road and highway cadre, 47 in technical cadre, public health. There are 36 vacancies in the forest and 20 in the forest cadre.
In addition, 2 are in the post cadre, 15 in the fisheries cadre, 76 in the livestock cadre, 189 in the agricultural cadre, 4 in the commercial cadre, 140 in the family planning cadre, 8 in the food cadre and 51 in the public cadre.
Cabinet Secretary Mohamed Shafiul Alam said, "The Commission has given the responsibility (coordination and reforms) to the Cabinet Secretary to make a paper by examining the existing rules on whether a separate commission can be formed to fill the existing vacancies from 11th grade to 20th grade."
A PSC official said, it takes three months to get to the exam hall, and another three months to print the question paper. PSC is trying to organize a BCS every year. However, for various reasons, it is not possible.
Former Cabinet Secretary Ali Imam Majumder said, "The delay in issuing the notification is unexpected. It takes more than three years to make the final appointment after issuing the recruitment notice. The practice of taking a year from publication of notice to final appointment has been going on since the British period.’
