Transfer of pry school teachers halted for 2 yrs

Legal notice sent seeking resumption

The transfer process of primary school teachers across the country has been halted for almost two years.

The transfer process was stopped to start the online process by creating an online transfer policy. Although the online transfer process was supposed to start in early 2020, it has not been happened till now.

Against this backdrop, a legal notice has been sent to the authorities concerned to resume the closed transfer process of the primary school teachers across the country.

Advocate Mohammad Siddique Ullah Mia, a lawyer of the Supreme Court, sent the legal notice on Monday (March 28) on behalf of primary school teachers, including Tania Akhter, an assistant teacher at a government primary school in Narayanganj.

The notice has been sent to a total of 72 people, including secretary of the Ministry of Primary and Mass Education, director general of the Directorate of Primary Education, Deputy Director (policy) and all the district primary education officers.

Advocate Mohammad Siddique Ullah Mia said that the Directorate of Primary Education has formulated ‘Government Primary School Teacher Transfer Guideline (Amended), 2019’ for the transfer of teachers in government primary schools. Section 1.1 of the guideline mentions the transfer of head teachers and assistant teachers from the same Upazila/Thana, Inter-Upazila/Thana, Inter-District, Inter-Division and any Upazila/District to City will take place between January-March of the academic year. However, primary school teachers transfer activities have been stopped. As a result, primary school teachers across the country are facing sufferings. Especially, female teachers are being severely affected. However, as usual, transfer activities underway in other government departments.

The lawyer said that the authorities concerned were requested to take steps to start the transfer process of primary school teachers within the next seven working days. Otherwise, a writ petition will be filed in the High Court. 

Earlier in February this year, State Minister for Primary and Mass Education Md Zakir Hossain said that the government would begin the transfer process of government primary schools teachers in March. 

The minister assures that he will take a quick decision on the transfer of assistant teachers in primary schools. He, however, said it is already too late to start the digital transfer process of the teachers online.
