The ongoing visit of Prime Minister Tarique Rahman to China has opened a new chapter in Bangladesh-China relations, with several important agreements and understandings expected to emerge from high-level bilateral discussions. Among the many areas of cooperation under consideration, the decision by Dhaka and Beijing to deepen collaboration in river management, particularly regarding the Teesta River Comprehensive Management and Restoration Project, stands out as one of the most significant and promising developments.
For decades, the Teesta River has been at the center of a major challenge for Bangladesh. The reduced flow of water in the dry season has severely affected agriculture, fisheries, navigation, and the overall livelihoods of millions of people living in the northern districts of the country. Farmers frequently struggle with water shortages, while riverbank erosion and environmental degradation continue to threaten communities and local economies. Despite years of discussions and diplomatic efforts, a sustainable solution to the Teesta issue has remained elusive.
Against this backdrop, Bangladesh's decision to seek Chinese cooperation in water resource management is both timely and practical. During his meeting with Chinese Minister of Water Resources Li Guoying in Beijing, Prime Minister Tarique Rahman emphasized the importance of effective river management, flood control, environmental protection, and sustainable water use. His call for Chinese technical assistance in implementing the Teesta project reflects a realistic approach to addressing one of the country's most pressing development challenges.
China's experience in water management is globally recognized. Over the past several decades, the country has successfully undertaken large-scale river restoration, flood control, irrigation, and navigation projects. Through advanced engineering, modern technology, and comprehensive planning, China has developed expertise that could greatly benefit Bangladesh. The proposed cooperation offers an opportunity for Bangladesh to learn from these experiences and adapt relevant technologies to its own geographical and environmental realities.
Importantly, this initiative should not be viewed through a geopolitical lens. Rather, it is a development-oriented partnership aimed at improving the lives and livelihoods of the people of Bangladesh. Effective management of the Teesta River would enhance irrigation facilities, increase agricultural productivity, reduce riverbank erosion, improve inland water transport, and strengthen climate resilience in vulnerable regions. These are practical goals that directly contribute to national development and poverty reduction.
At the same time, Bangladesh must continue to maintain its balanced and constructive relations with all neighboring countries. Cooperation with China in river management does not have to come at the expense of any bilateral relationship. Instead, it should be seen as a complementary effort focused on technical expertise, infrastructure development, and sustainable resource management. Bangladesh's foreign policy has long been guided by friendship with all and malice toward none, and this approach remains relevant today.
The positive response from the Chinese side, including assurances of technical cooperation and training opportunities for Bangladeshi experts, is encouraging. Such collaboration can strengthen institutional capacity and create long-term benefits beyond the Teesta project itself.
As Bangladesh and China move forward with their expanding partnership, the focus must remain on delivering tangible results for ordinary people. The agreement to deepen cooperation in water management represents a historic opportunity to address longstanding challenges in northern Bangladesh. If implemented effectively, it could transform the Teesta basin, improve economic prospects, and contribute significantly to the country's sustainable development goals.
