Teachers are supposed to impart education to students in classrooms and do research work on the aspects related to the academic field, but many of them are doing administration works not related with teaching profession.
Many BCS (education) cadre teachers have remained absent from classrooms of educational institutions for over a decade, depriving the students of getting quality education.
During a month-long investigation, the Bangladesh Post came to know the names and details of the teachers who are now working in the Directorate of Students being deprived of education (DSHE) with different posts and other offices under the education ministry.
Many education service cadres are going to retirement working in various colleges outside Dhaka while few others are working in Dhaka for over decade violating transfer guidelines.
Md Al Amin Sarker, a teacher of Economics Department (ID-00015237), has been absent from the classroom since November 12, 2008. He has been working in the DSHE (law wing) as education officer for around 15 years.
Talking to this correspondent, Al Amin said that he has been working in the DSHE for around eight years. “I told our senior officials several times that I do not feel good working here under huge workload,” he added.
“As I had worked as lawyer before joining the government service, the education ministry is keeping me here. There are hundreds of cases to deal with,” he said.
Zoology Department’s Dilruba Akter (ID- 00014569) joined the DSHE as Research Officer in Planning and Development wing in May 7,2007. Sabina Begum, a teacher of Political Science Department (ID-13884) joined as assistant director-1 in the Planning and Development wing on July 9, 2007.
This correspondent contacted Sabina Begum, but she refused to make any comment saying that she is currently busy at a discussion programme.
Botany Department’s Mahmud Hasan (ID-00017750) joined as assistant director in Planning and Development wing on October 19, 2017.
Kamrun Nahar of Political Department (ID-00015914) joined as assistant director on April 7, 2010.
Political Department’s Ayesha Siddiqa (ID-00016885) joined as research officer on February 4, 2010.
Minhaz Uddin of Economic Department (ID-00015528) joined as assistant director at Secondary Education Sector Investment Programme (SESIP) on March 7, 2016.

Talking to the Bangladesh Post, Professor Aktari Begum, former principal of Noakhali Government Mohila College said, “ Whey the ministry and DSHE give the education caders to these type posting?
Claiming the BCS Education cadre service as most deprived caders, she said still there are so many colleges which are facing serious teacher shortage.
Professor Dr Ruhul Kadir, who was president candidate in the last election to the BCS general education association said, “I am teaching in classroom for 31 years. But at the same time, some of my colleagues are working in the education ministry, DSHE, education board and different other offices instead of teaching students for over the decade.
Its completely violation of law, he said adding that as per our transfer policy of the education ministry, no education service cadre official can work in an office more than three years at a time.
During whole service life, one can work in office for total six years but in two terms, he explained.
This correspondent tried to contact Syeda Nowara Jahan, Additional Secretary (College Wing), Dr. Morsheda Akhter, Joint Secretary (College-1 Branch), and Mst. Rebeka Sultana, Deputy Secretary (Govt. College-1) of Secondary & Higher Education Division of Education Ministry.
But they could not be reached for their comments.
