The Ministry of Land has issued a circular updating the responsibilities of the Land Reform Board as per Section 5 (a) of the Land Reform Board Ordinance, 1989, with a view to bring dynamism in land management at the field level and speed up land service digitization activities.
The circular was issued on August 5, 2021 with 23 responsibilities signed by Land Secretary Md. Mostafizur Rahman.
One of the updated responsibilities of the Land Reform Board is to provide and oversee field level logistical support for all land service automation activities including e-mutation and to coordinate with the digital cell of the Ministry of Land and to manage and oversee online land development tax collection activities.
In addition, according to the circular, the Board will control the budget formulation, release and expenditure of the Upazila Land Office and Union Land Office.
The responsibilities also include management, supervision, inspection and monitoring of all land offices under land management from district to union, inter-departmental transfers of officers and employees appointed by the Ministry of Land and other administrative activities at the district and upazila level.
Among the responsibilities as per the circular are management and supervision of vested / non-resident and abandoned property under the direction and control of the Ministry, control of the concerned staff, overall management and supervision and sending semi-annual / annual report to the Ministry.
The Land Reforms Board will take legal action to manage and supervise the estates under the Court of Wards and to send reports to the Ministry and to investigate allegations against field level officials and employees in land management. In addition to the above 8 responsibilities, 15 more responsibilities have been mentioned in the circular.
