Another fraudster named Krishna Chandra Roy was found in Thakurgaon soon after the news of a fraudster named Shahed, the owner of Regent Hospital in the capital Dhaka was published.
The new fraudster has swindled more than Tk 4 lakh in the name of giving post caesarean treatment. Meanwhile, the district civil surgeon has been instructed to visit the clinic and submit the required documents.
A clinic called "Janaseba Clinic and Diagnostic Center" has been set up in a rural area near a paved road in Kismat Tewarigaon Munsipara area of Gareya union of Sadar upazila, 15-km away from Thakurgaon town.
Although the clinic is said to have no government approval or license, own building, necessary equipment, full-time doctors or even nurses, they are providing medical services to the simple people of the village.
The fraudulent director of the clinic, Krishna Chandra Roy, is accused of embezzling Tk 430,000 from a rural caesarean section patient. The alleged director Krishna Chandra Roy admitted pregnant Pratima Rani, 36, of Kisamat Hazari village under Boda upazila of Panchagarh in the clinic on May 7 amid this corona condition.
Later, Krishna Chandra Roy admitted her to Popular clinic due to lack of doctors in his clinic. Dr. Hamidur Rahman did a caesarean section on her on May 9 at Popular clinic.
However, when jaundice appeared in her body, she was sent to Rangpur Medical College Hospital for better treatment where her condition improved.
Then again Krisna Chandra Roy admitted her into his Janaseba clinic cunningly. For this, the patient party signed a contract with the clinic for Tk 2 lakh 24 thousand. Later, at the end of treatment, the clinic authorities extracted Tk 4 lakh 30 thousand from them and demanded Tk 2 lakh more.
At this, a dispute started between the patient and the clinic parties, when the clinic authority threatened the patient party.
The brother of the patient Pratima Rani admitted the truth of the incident and said that in the case of a minor caesarean section, he was forced to pay Tk 2 lakh at first and another Tk 2 lakh at the time of release.
According to locals, Janaseba clinic does not have any medical equipment or full-time doctors and nurses. Although there are several girls, but none can be seen wearing the nurse’s uniform.
In this regard, the director Krishna Chandra Roy said, every business has a broker. He said in arrogant language, “Although the patient is alive the patient party is creating problems. What would have happened if the patient had died.”
Zulfiqar Ali Vutto, President of Thakurgaon district unit of Bangladesh Private Clinic and Diagnostic Honours Association, said, "There is a fixed rate for the various operations we perform at the clinics. The rate card is hung in every institution. The maximum rate for a caesarean section operation is about Tk 8 to 10 thousand.”
On the other hand, General Secretary of the association Shamsuzzaman Don Chowdhury said, “As Janseba Clinic is not a member of our association no action can be taken against them organisationally.”
Thakurgaon Civil Surgeon Dr. Mahfuzar Rahman Sarkar said that when all the conditions of a clinic are not met, they are given a time to provide the documents. However, if the owner of a clinic is unable to fulfill the conditions or the environment is very poor, then the clinic is closed down through mobile court drive.
A letter has already been issued to the clinic authorities after inspecting the clinic on the spot. If they cannot respond within the stipulated time, action will be taken against them.
