Purchase committee approves proposals to develop roads in Cumilla, Noakhali

The Advisers Council Committee on Government Purchase (ACCGP) on Tuesday gave approval for two major road development proposals under the Noakhali Road Division aimed at upgrading key regional highways to four lanes, significantly enhancing connectivity in the greater Cumilla and Noakhali regions.

Finance Adviser Dr Salehuddin Ahmed virtually chaired the meeting that took place at the Secretariat.

According to the Road Transport and Highways Division, the projects fall under the “Cumilla–Lalmai–Chandpur–Lakshmipur–Begumganj (R-140) and Begumganj–Sonaimuri–Ramganj (R-142) Regional Highway Four-Lane Development Project.”

The first package (PW-06), covering work from Ch. 10+000 to 20+000 on the Begumganj–Sonaimuri–Ramganj Road (R-142), includes widening, strengthening, surfacing, construction of rigid pavement and hard shoulders, four RCC box culverts, bus bays, side roads, road dividers, protective works, roadside drains, and road safety measures.

The total contract value is Tk 181.36 crore, with Mir Habibul Alam recommended as the successful bidder.

The second package (PW-07), covering Ch. 20+000 to 30+000 of the same road, involves similar works including five RCC box culverts. The total contract value for this segment stands at Tk 191.52 crore, also awarded to Mir Habibul Alam.

Meanwhile, the ACCGP also gave approval for two consultancy service proposals under the Disaster Management and PPP authorities involving a combined value of over Tk 160 crore.

The first proposal, placed by the Ministry of Disaster Management and Relief, seeks approval for a variation in consultancy fees for the “Disaster Risk Management Enhancement Project (Component 2 & 3) BD-P91.”

The revised value for consultancy services provided by the JV of Oriental Consultant Global, CTI Engineering International Co., and Aqua Consultants & Associates Ltd. stands at Tk 135.28 crore, reflecting an 11.07 percent increase from the original Tk 121.79 crore contract. The additional cost amounts to Tk 13.48 crore.

The second proposal, submitted by the Prime Minister’s Office on behalf of the Public Private Partnership (PPP) Authority, involves the procurement of consultancy services for “PPP Transaction Advisory Services for the Bay Terminal Project under CPA (Package No-SR3/2025-26).” The proposed contract, valued at Tk 25.50 crore, has been recommended in favour of Infrastructure Investment Facilitation Company (IIFC), based in Dhaka.
