Pry school committee policy finalised

Prisedent must have a bachelor’s degree

In a bid to ensure quality education at the primary level, the government is going to bring some remarkable changes in the process of forming managing committee of government primary schools across the country.

The Ministry of Primary and Mass Education has already finalized the policy in this regard by defining the responsibilities and duties of the 11-member school managing committee, ministry sources said.

As per the finalized policy, the president of the managing committee must have at least a bachelor’s degree and the members must be minimum SSC pass, the officials concerned said.

The official said a notification will be issued next week in this regard. The policy was finalized at the Parliamentary standing committee meeting on the Ministry of Primary and Mass Education on October 29.

The local MP can nominate two persons on political consideration for the committee who are fond of learning as well as minimum SSC pass. However, the educational qualification of the members of other categories including the guardian representatives has not been determined. 

Primary and mass education secretary Md Akram-Al-Hossain told Bangladesh Post, “We have already finalized a policy regarding the primary school managing committee. The president of the committee will have at least a bachelor’s degree and other members must be at least SSC pass. A gazette will be published in this regard within a week.” 

State Minister for Primary and Mass Education Md Zakir Hossain said, “We need educated and competent people in school managing committee in order to ensure quality education. Therefore, the members who will be nominated under political consideration must also be SSC pass. Their children must be as student of the school. We are going to bring a huge change in the formation process of primary school managing committee so that quality of education is ensured and no one can do a trade using the school.”

Sources said the headmaster or acting headmaster of the school will serve as the member-secretary of the committee. A member will be selected from the donors of land for the school or from the donor’s successors.  If the land donors cannot nominate their representative, the Upazila Education Committee will appoint the member on behalf of them.

Besides, a member will be nominated from the teachers of an adjacent government or private high school. The headmaster of the high school will nominate the member. A teacher representative will be selected from among the school teachers of the primary school. Two female and two male members will be in the committee, elected by the guardians of the students. The Union or ward councilor of the catchment area will be designated as a member. 

The president and vice president will be elected by the votes of the other members. No person can become president for more than two times in the same school.

Moreover, if any member of the committee remains absent from three consecutive meetings without prior information to the committee president, the post of the member will fall vacant. The tenure of the committee will be three years. If the committee cannot be formed within stipulated timeframe for any reason, an ad hoc committee must be formed for six months. Assistant Education Officer of the Upazila concerned will be the president of the ad hoc committee.
