The Home Ministry's probe committee into the killing of Major (retd) Sinha M Rashed, who was shot dead by police on Marine Drive in Teknaf, Cox's Bazar, will submit its report to the government with huge multimedia and paper evidences on Monday.
The report has tried to pinpoint the cause of the Sinha's murder, the persons responsible for this gruesome killing and also the role of other concerned in the incident. Besides, recommendations have been made to prevent recurrence of such incidents.
All the four members of the committee will remain present at the Home Ministry during the submission of the report.
Mizanur Rahman, Chattogram Additional Divisional Commissioner and head of the investigation committee,told reporters in Cox's Bazar that “The investigation report has been finalized. It will be submitted to the Ministry of Home Affairs within the stipulated time September 7.”
Talking to this reporter on telephone, MizanurRahman said that the report is 80-page long. At the same time about 586 pages of Annexure of documents, 16 pages of Album and a number of Video clips are being given. The report has also made 13 recommendations.
Three other members of the committee are: Shahjahan Ali, additional district magistrate of Cox's Bazar, Lt Col SM Sazzad Hossain, representative of the armed forces division of Bangladesh Army, and Zakir Hossain Khan, additional deputy inspector general of Chattogram range. The committee was constituted by the Home Ministry on August 6 in connection with the murder of Sinha M Rashed on the night of July 31 and was directed to submit a report and recommendations by August 16. But in the aftermath, the time was extended three more times till September 7.
Although the police tried to label the Sinha Rashed's murder a gun battle between police and miscreants, there was dissatisfaction from various quarters including the Army. At one stage, a case was filed by Sinha Rashed's sister ShahriarSharminwith Cox's Bazar court, accusing 7 policemen including Pradeep Kumar Das, the then officer In-charge of Teknaf Police Station.
The inquiry committee spoke to all concerned within the first stipulated time August 16, except Pradip Kumar Das as he was in the custody of the Rapid Action Battalion RAB. Finally, members of the investigation committee went to Cox's Bazar jail last Wednesday and talked to Pradeep Krima Das for about 6 hours.
Regarding the delay in taking Pradeep Kumar's statement for a few days, Mizanur Rahman said “We could not talk to Pradeep as he was in remand under RAB custody. However, we sought the court's permission to speak to him when he was on remand.”
At last, Pradeep's statement was taken before the court hearing, he said, adding that a total of statements of 68 persons were taken on the basis of the report was prepared in which multi media evidence will include.
Mizanur said, “Photos and videos have been attached to the report, which have been included as evidence of the statement of the inquiry committee about the incident.”
He also said, the multimedia containers related to the Sinha's assassination were collected through various intelligence agencies shortly after the incident. In addition, news clippings broadcast on various televisions have also been attached to the report as evidence.
The report of this inquiry committee is being given importance in resolving the dissatisfaction that has arisen in various quarters after the Sinha's assassination.
Last week, on Sinha's killing, Chief of Army Staff General Aziz Ahmed said, everyone knows this is a horrible incident. Persons responsible for the killing should be inflicted punishment. Immediately after the incident, the government formed a joint investigation team, which includes representatives of the Army and Police forces. “We will support the recommendations of this committee to the government”, he added.
