The government approved Tk 207,550 crore revised Annual Development Programme (RADP) for the current fiscal year 2021-22.
The approval came from the National Economic Council (NEC) meeting with NEC Chairperson and Prime Minister Sheikh Hasina in the chair on Wednesday.
The Premier joined the meeting virtually from her official Ganobhaban residence while Ministers, State Ministers, Planning Commission members and secretaries concerned attended the meeting from the NEC Conference Room in the city's Sher-e-Bangla Nagar area and the Cabinet Division's Conference Room at the Bangladesh Secretariat.
Briefing the reporters, Planning Minister MA Mannan said that the development budget has been finally approved. This is the final development budget, he said.
He said that the day's RADP meeting highlighted six strong areas of the country's economy which are attaining nearly seven percent GDP growth in the last fiscal year, good performances of the agricultural sector, containing the general point to point inflation rate under control through ensuring the supply chain and sound management, handling the Covid-19 situation nicely compared to other countries of the world even the developed countries, maintaining the export market and the labour market and also about the government's step to roll out the universal pension scheme.
Earlier, the government had approved an annual development program (ADP) of Tk 2,25,324 crore for fiscal 2021-22.
However, most of the projects did not spend more money. As a result, the revised ADP or final allocation has been reduced by Tk 17,774 crore.
A total of 1,770 projects have received allocations in the revised ADP, and 378 of them are expected to be completed in fiscal 2021-22.
Planning Division Secretary Prodeep Ranjan Chakrabarty said the RADP witnessed a Tk 17,774.14 crore cut (7.89 percent of original ADP allocation) from the original ADP outlay of Tk 2,25,324.14 crore.
The government funds remained unchanged in the revised budget of Tk137,300 crore while foreign aid is going to decline, he mentioned.
In the revised ADP, foreign funds are expected to come down to Tk 70,250 crore from the original Tk 88,024 crore, he added.
However, considering the RADP allocation of Tk 9,613.68 crore for the autonomous bodies and corporations, the overall RADP allocation for the current fiscal year (FY22) stood at Tk 2,17,163.68 crore.
The total number of projects of autonomous organizations is 107. The allocation of autonomous agencies is separated from the original ADP.
From the Annual Development Program (ADP) to the revised Annual Development Program (RADP), the allocation for the Rooppur nuclear power plant project has been reduced by Tk 3,590 crore.
Besides, the allocation for the ongoing metro rail project from Uttara to Kamalapur has decreased by Tk 567 crore.
However, the allocation for the Padma Bridge rail link project has increased around double to Tk 2,314 crore.
The ADP had allocated Tk 18,426 crore for the Rooppur nuclear power plant project. From here, the allocation for the final ADP is reduced to Tk 14,836 crore. As a result, the Rooppur nuclear power plant is losing Tk 3,590 crore.
The total allocation in the ADP for the Metrorail project was Tk 4,800 crore. The RADP has been reduced to Tk 4,233 crore.
However, the allocation has no change for the Matarbari Ultra Super Critical Coal Fired Power Project. Tk 6,162 crore is funded the for this project.
The allocation for the fourth primary education development program has increased to Tk 6,138 crore.
The ADP had allocated Tk 3,823 crore for the Padma Bridge Rail Link (1st Amendment) project. The allocation in the revised ADP has increased to Tk 6,136 crore.
Hazrat Shahjalal International Airport expansion project is increasing by about Tk 1,000 crore to stand Tk 3,472.
Elenga-Hatikumrul-Rangpur highway four-lane upgradation project allocation is being reduced to Tk 2,344 crore.
Allocation is also decreasing for the Bangabandhu railway bridge construction project. The ADP had allocated Tk 3,580 crore for this project. From here the allocation is reduced to Tk 2,177 crore. As a result, the allocation is reduced to Tk 1,403 crore.
The 10 sectors with the highest allocation are Tk 55,827 crore in the transport and communication sector, Tk 39,214 crore in the power and energy sector, and Tk 23,595 crore in the housing and community amenities sector.
Besides, Tk 20,824 crore in education, Tk 15,520 crore in local government and rural development, Tk 13,797 crore in the health sector, Tk 9,084 crore in the environment, climate change, Tk 7,279 crore in agriculture, Tk 4,537 crore in the industrial and economic services sector and Tk 3,478 crore in the security sector and public order has been allocated.
