Manpower shortage hits CCC activities

The Chattogram City Corporation (CCC) has been suffering from manpower crisis. For this reason, the CCC is struggling to continue providing services to the people of Chattogram due to various complications, even if the posts are vacant.

The movement of labour unions demanding the permanent of existing temporary employees in the CCC, ongoing case against the CCC in the High Court and the non-passage of the proposal to create new posts that was sent to the Ministry in 2020 have created crisis in the CCC. 

According to CCC sources, currently 1591 permanent posts are vacant as only 2635 people are working against 4226 permanent posts.  

On 19 August 2020, CCC wrote to the Ministry of Local Government, Rural Development and Cooperatives to add an additional 5,978 manpower to the existing 4,226 manpower to make it 9,604 because of the increase in the size and population of the city.  

Currently the proposal is awaiting the approval of the Finance Ministry.  Taking the required manpower of 9604 people, adding 2635 people working permanently and 6135 people working temporarily, there are 834 vacant posts.

Currently, along with regular activities, CCC is implementing major projects like Tk 2500 crore 'Development of various roads including Airport Road and important infrastructure development' project and Tk 267 crore COVID project. Although there are about 1500 schemes in both the schemes, there is no additional manpower to implement the scheme.   Meanwhile, the corporation’s activities and the demand for public services are also increasing day by day.  However, the CCC is suffering from manpower crisis due to continuous vacancy due to retirement, death and voluntary resignation.

Since 2020, the CCC has published three recruitment notices in the newspaper, but due to labour union movement and high court cases, CCC has not been able to appoint.  CCC labour unions joined the movement to demand that new people cannot be appointed without permanent appointment to the workers appointed temporarily by CCC.

It known that nearly 200 employees have retired in the financial year 2022-23 as they completed 59 years.  Permanent employees are constantly retiring due to these reasons.  

As a result, even though the recruitment of vacancies has become essential, due to these difficulties, it is not possible to recruit people by publishing advertisements in the CCC.  

The CCC suffering from manpower shortage is becoming increasingly difficult to provide desired services.  

In this situation, as there is no alternative way open, CCC is trying to keep the service activities running by appointing people to the vacancies of 2,000 temporary workers approved by the ministry.  

In the case of temporary recruitment, employment is being done on a full temporary basis on the basis of no work, no salary (no work, no pay).  As a condition of the appointment, the appointment will be on a purely temporary basis and the Corporation Authority may at any time exempt the appointed person from service without assigning any reason.  

According to the terms and conditions of appointment, the CCC authorities can cancel these temporary appointments at any time.  No one appointed on a temporary basis can file a case against CCC in court on employment related matters.

In order to maintain the ongoing development trend of Chattogram along with providing desired services to Chattogram residents, it is necessary to appoint manpower by quickly approving the manpower structure of 9604 people sent in 2020.
