Lack of goodwill delays execution

The long wait of teachers and employees of some 2,736 educational institutions for getting approval of monthly pay order (MPO) facilities has not ended due to various complexities especially lack of goodwill of authorities concerned.

A meeting of the Ministry of Education held around two months ago had finalised the name of the institutions that will be given approval for MPO. But it has failed to publish the final list of those institutions although more than six months have elapsed.

Due to the loitering of the authority concerned, academic activities of many institutions have been thawed as a decision of the Education Ministry said approval of new educational institutions would be given only after publishing the final MPO list.

On 23 October last year, nearly 10 years after the last publication of MPO list, the Ministry of Education issued an order enrolling 7,736 new educations for MPO.

After publishing the list, it was seen that some educational institutes founded by convict war criminals have been included in the MPO list which created much criticism. Government appointed two committees for scrutinising the flawed MPO list. Following scrutiny, both the committees have submitted their reports to the Ministry of Education.

MunshiShahabuddin Ahmed, secretary of the madrasa and technical division of the education ministry, said,“A new order will be issued soon after the scrutiny work.”

Asked how long itmight take, he said,“It will be done very soon. Wait a little bit.”
Additional Secretary of the Secondary and Higher Education Department Mominur Rashid Amin said,“All the taskshave been done. Now the entire document will be sent to the Minister. Hopefully, the MPO registration will be completed within a few days.”

A member of the committee, who did not want to be named, said that various flaws and inconsistencies have been found in many of the private educational institutes that were included in the previous MPO list. Instead, a summary has been made about the institutions that flawed or named after or founded by convict war criminals.

On the other hand, during the question-and-answer session of the JatiyaSangsad on January 27 last, the education minister said that initiatives have been taken to change the names of the educational institutions that are listed for MPO affiliation and the names of some of those institutions which are related to the name of a person who are controversial or anti liberation war.

However, even after two months of this statement, the Ministry of Education has not made any visible progress in this regard.
