Implement CHT peace accord immediately

PCJSS leaders make the call at PCP’s founding anniv programme

Leaders of Parbatya Chattagram Jana Sanghati Samity (PCJSS) and its front organisations reiterated their demand for complete implementation of the landmark Chattogram Hill Tracts (CHT) accord without further delay for the greater interest of the hilly people.

It is now demand of the time to execute the peace deal to restore standing peace and strengthening racial harmony among the communities living in the region.

As the accord has left unexecuted near about twenty two years after it signing on December 2 in 1997 between the then Awami League-led government and PCJSS, the situation in hills is going to be deteriorated day by day. The government failed to implement most of the fundamental provisions of the accord and that’s why the third party (conspirators) were taking the advantage of destabilising the peaceful situation and they trying to catching in a trouble water.     

Speakers were addressing a rally of Hill Students’ Council---Pahari Chhatra Parishad (PCP) at the compound of Rangamati Small Ethnic Cultural Institute on Monday in the town.

PCP, central unit, organised the rally on the occasion of its 30th founding anniversary and 24th central council.  

Former lawmaker and vice president of PCJSS Ushatan Talukder was present as the chief guest while Jewel Chakma, president of PCP’s central body chaired the event. 

Rohin Hossain Prince, general secretary of Communist Party of Bangladesh (CPB), educationist Shishir Chakma and Ala Uddin Ahmed, president of Chhatra Moitree Andolan were present as the special guests. 

Arun Tripura, general secretary of Juba Samity’s district unit, Alidri Tripura Meer, secretary of Bangladesh Adivasi Chhatra Parishad Andolan, Ashika Chakma, general secretary of Hill Women’s Federation, central body and Nipun Tripura, international affairs secretary of PCP, central committee, were addressed, among others in the rally.

Speaking at the event, Ushatan Talukder said that panic and insecurity is being prevailed everywhere in CHT region due to the current political situation in hills. Most of our leaders and activists were targeted and arrested after implication of false cases by the members of law enforcing agencies, he claimed. 

Urging prime minister, Talukder said believe our words and come forward to work together with us (PCJSS) and don’t pay heed any word of the anti-peace accord forces for the interest of full scale execution of the deal. If you (PM) remain with anti-peace elements then it would never be possible to execute the deal and restore permanent peace in the region, he said. 

Aiming at intelligent agencies members, Ushatan requested them to discharge their duty honestly and rightly as the image of the government is depend on you. Don’t misinterpret our speeches and demands and stay away from misguiding the government through your wrong reports, added Talukder. 

In his speech, Rohin Hossain Prince said that it is our failure and matter of indignity as the government failed to give constitutional recognition of the jumma people after forty-eight years of independence. 

As the current Sheikh Hasina’s government had signed the accord with PCJSS and accordingly her party is remained in power today, so, why it has been taking delay for implementation, he asked question. 

He further said that role of bureaucrats and law en forcing agencies is so important factor for execute the accord. I am in doubt about them whether they have well idea about the deal or not. If they don’t have then arrange orientation for them to take the implementation process ahead, he opined.

If any bureaucrat or law enforcing agencies official opposed the accord then transferred them from the hills, he adds.

Shishir Chakma said land dispute is main problem in CHT. Once, it is resolved, then majority Bengali and ethnic people will be greatly benefited and it would be congenial to bring an end of longstanding unrest political situation in hilly areas.
