Govt to fix tuition fees

The government is going to fix all kinds of fees for the educational institutions in order to stop charging irrational fees [excessive money] from the guardians.

Besides, to ensure financial transparency in the educational institutions, all the fees will have to be collected through the bank, a senior official of the education ministry said.

In this regard, the education ministry is formulating a policy on income and expenditure for MPO registered educational institutions.

To finalize the policy, recently, a virtual meeting was held under the leadership of Education Minister Dr Dipu Moni. Deputy Minister for Education Mohibul Hasan Chowdhury, Secretary of Secondary and Higher Secondary Division Mahbub Hossain, Director General of the Directorate of Secondary and Higher Education (DSHE) Professor Syed Md Golam Farooq, were also present.

It was known that the policy is being implemented under the directive of Prime Minister Sheikh Hasina to ensure transparency regarding all income and expenditure including salary, admission fee, session fee and board examination fee of MPO registered educational institutions. It will also be effective for madrasas and technical educational institutions. 

About the policy, Director General of DSHE Syed Md Golam Farooq told The Bangladesh Post, “There were several allegations against educational institutions for collecting irrational fees from the students. Besides, most of the institutions do not have transparency in spending money.”

“For this reason, it was decided to formulate a policy for MPO enlisted educational institutions. The draft policy is now at the final stage. The policy may be effective from the next year. We will take all necessary steps to implement the policy,” he added.

If the policy is implemented, all kinds of fees and salaries will have to be collected from the students through the permitted bank account. Except the bank, no cash money can be collected from them in any way. All the money collected should be deposited to the general fund of the respective educational institutions.

According to initial draft of the policy, all kinds of fees have been fixed for all levels of MPO registered educational institutions. 

The monthly salary of class I to IX students will be fixed at Tk 25 to 45 for Dhaka Metropolitan and its adjacent areas, Tk 20 to Tk 40 in district sadar and municipal areas, Tk 15 to Tk 35 in upazilas and Tk 12 to Tk 30 in remote areas. 

Application fee will be fixed at Tk 75 to Tk 200 in phases, which may differ from class to class. Admission and re-admission fee will be fixed between Tk 300 to Tk 1000 based on level/class.

According to the policy, schools will collect Tk 300 to Tk 500 for annual examination of primary level and Tk 600 to Tk 800 for the for secondary level.

Apart from this, Tk 50 for religious ceremonies, Tk 100 for magazine, Tk 150 for printing, Tk 50 to Tk 75 for cultural programs, Tk 25 to Tk 50 for computer lab, Tk 30 for agriculture and garden (if any), Tk 20 to 35 for common room Tk 5 for National Education Week, Tk 5 for BNCC fee, Tk 20 for Red Crescent fee, Tk 25 to Tk 50 will be fixed for mosques and other religious institution.

In the higher secondary level, the monthly salary of class XI and XII students will be fixed between at Tk 80 to Tk 150.

Besides, online application, registration fee and development fee will be fixed as per the admission policy.
