E-governance for faster admin activities soon

As per the government’s Digital Bangladesh initiative, it is about to introduce Digital Governance (e-governance), to make administration activities faster and bring the government’s basic services closer to the people. The Cabinet Division is preparing a draft law for e-governance. Based on different ministries' opinions, soon a draft law will be placed at the cabinet meeting. In the proposed law there will be punishment if anyone neglects rules of e-governance.

According to cabinet division officials, the government will fully implement e-governance in public administration. For this, e-governance is going to have a legal form. It is one of the main pillars of the government’s vision of Digital Bangladesh by 2021. The system aims to offer people government services easily and introduce faster administrative activities, they said.

At present, the prime minister, ministers and secretaries can approve different official files while staying abroad. If the proposed law is approved, the government officials will be able to work on their respective files staying outside of their workstation. Even they will be able to join meetings, give statements and interrogate through video conferencing, the draft showed.

The draft also states that this will create an open platform to ensure transparency and accountability of different departments. To perform work in the digital process, government officials will be allowed jurisdiction for the issuance of digital or electronic signatures. For any kind of digital communication, there will be the identity of every individual.

In the draft law, to implement e-governance, government organizations are allowed to provide their respective services through outsourcing. Whenever, the government introduces any IT related products, services or infrastructure, this should be made usable for people with disabilities.

According to e-governance, government different organizations will be able to collect fees, award penalties, surcharge, stamp fees, and others through the digital method. The same method will be used to disburse salary, pension, allowance, and scholarship. Local government agencies, post offices, other service providers will set up single or integrated digital service centers to provide digital services to the mass people. Citizen dissatisfaction or allegation will be solved online. The government will protect the privacy of all information.
