e-CMS piloting launched

The piloting of enhanced electronic contract management system (e-CMS) developed by the Central Procurement Technical Unit (CPTU) in e-GP was launched on 14 November 2019.
Secretary, Implementation Monitoring and Evaluation Division (IMED), Ministry of Planning, Mr. Abul Mansur Md. Faizullah, ndc launched the piloting as the chief guest at a meeting held at CPTU Conference Room at Sher-e-Bangla Nagar in Dhaka.
The piloting will be implemented in some contracts of the Local Government Engineering Department (LGED) and the Roads nai nai song& Highways Department (RHD) at this stage under the auspices of the Digitizing Implementation Monitoring and Public Procurement Project (DIMAPPP).
Director General (Additional Secretary) of CPTU Mr. Md. Ali Noor presided over the meeting. Task Team Leader of DIMAPPP Mr. Ishtiak Siddique, who is also Senior Procurement Specialist of the World Bank, was present as the special guest. Chairperson of Dohatec New Media Ms. Luna Shamsuddoha, representatives of various procuring agencies and CPTU officials were present in the meeting.
The GSS Infotech Ltd and the Dohatec New Media have developed the e-CMS. They have also been engaged in operation and management of the e-GP system at CPTU.
The objective of e-CMS is to ensure proper monitoring of procurement performance and improve implementation of contracts in stipulated period as mentioned in the work plan of tenderers. The CPTU is developing a tenderers’ database which will be integrated with the e-CMS. Also, the payment system will be integrated later with IBUS system of the government.
Since its introduction in 2011, tender processing is being done online in e-GP system. Now through implementation of e-CMS, the automation will include management of contract implementation. So, after piloting the entire stage starting from the preparation of tender documents up to contract completion will go online. The CPTU will gather experience from the field level through piloting of CMS and also take recommendations from users to improve and implement it in all procuring agencies gradually.
The CPTU has been implementing DIMAPPP since July 2017 with support from WB.
