CDA prepares draft of city master plan project

The draft of the Chittagong Metropolitan Master Plan project being implemented by the Chittagong Development Authority (CDA) has been prepared. Meetings and public hearings will be organized with sector-based stakeholders soon. In this, an acceptable and sustainable master plan can be formulated based on everyone's opinions.

This decision was taken at the fourth technical management committee meeting of the master plan project at the Chittagong Club last Tuesday.

 Chittagong Development Authority Chairman Engineer Md. Nurul Karim presided and Project Director and CDA Deputy Chief Urban Planner Md. Abu Isa Ansari moderated over the meeting. 

CDA board member Engineer Manzare Khorshed Alam, architect Jerina Hossain, Md. Nazrul Islam, Jahidul Karim Kochi and Md. Sakhawat Hossain and senior officials were present in the meeting.

 Regarding the progress of the project, Abu Isa Ansari said that the project started in February 2020 and its term will end in June 2026. The draft final report of the project has already been prepared and submitted, and this technical management committee meeting is being held on this report.

He said that in the light of the draft final report, meetings and public hearings will be organized with sector-based stakeholders later, so that an acceptable and sustainable master plan can be formulated based on everyone's opinions.

Also participating in the meeting virtually were Abul Baker Md. Touhid, Joint Secretary of the Ministry of Housing and Public Works, Nurun Nahar Farooque, Director of the Bangladesh Geological Survey, Department of Environment, Chittagong Port Authority, Chittagong City Corporation, Water Development Board, Public Works Department, Fire Service, Metropolitan Police, Power Development Board and representatives of professional organizations BIP, IEB, IAB.  Representatives from Patiya and Boalkhali upazilas also participated in the meeting. The main presentation was given by the team leader of the master plan project, Dr. Md. Ahsanul Kabir. He highlighted the main structure of the structure plan and the organizational arrangements required for the implementation of the master plan. Transportation expert Dr. Md. Norul Hasan presented on the transportation master plan. 

Planner Tamjidul Islam presented on the various surveys and data collection methods completed in the preparation of the master plan. Drainage expert Dr. Md. Sakhwat Hossain presented on the drainage master plan. Environmental expert Anjum Ara Rahman presented on the environmental master plan. Architect and urban designer Fahad presented on the action area plan prepared for the Agrabad Deba area.

 Later, CDA Board Member Architect Jerina Hossain, Additional Commissioner CMP Md. Humayun Kabir, Chittagong Port Authority Chief Engineer Mahmudul Hasan Khan, CCC Secretary Mohammad Ashraful Amin and Deputy Assistant Director of Fire Service and Civil Defense, Chittagong Muhammad Abdullah spoke on the draft final report of the master plan project. They expressed their views on various aspects of the master plan and expressed their views on the feasibility of the plan, security, infrastructure and development of citizen services.

In the closing speech of the president, CDA Chairman Engineer Md. Nurul Karim said that this master plan is an integrated, participatory and practical initiative, which will be finalized based on the opinions and suggestions of all the stakeholders concerned. Necessary steps will be taken to ensure that the master plan is implementable, sustainable, environment-friendly and compatible with the future Chittagong city.  

 He said that before finalizing the master plan, separate consultation meetings will be organized with sector-based stakeholders so that the project can be implemented as an effective urban plan by reflecting everyone's opinions. The project is being implemented by CDA with funding from the Government of Bangladesh under the Ministry of Housing and Public Works.
