Local authorities’ reluctance to forward files and other documents to ministries concerned in time is reportedly delaying the development works across the country. As a result of the negligence of officials at local administrations from union to district level, the planning commission does not get the documents relating to development works in rural areas like construction of rural roads, educational institutions, culverts, bridges and other infrastructures on time.
Prime Minister Sheikh Hasina on several occasions gave directives to government officials from the central to the field level to expedite their development works through quick proceedings of the related papers.

However, planning ministry sources said, the government officials are barely responding to the prime minister’s instructions, delaying the works continuously.
Planning Minister MA Mannan on Saturday said at a workshop that he gets some project documents quickly whether he stays at airport or station. However, he said, he does not get more important documents, like those of the construction of educational institutions, on time.

“I get some files when I stay at airport and stations. I do not have any bad feelings about it. But many important files do not come to me timely,” the planning minister said, adding, “I want files or documents of important development works like the construction of educational institutions, culverts and bridges come to me as early as possible. If they reach me quickly, I will be happy.”

“You (officials) can come to my office with files and documents any time. I will sign them right away, which will help the cause of the common people,” he added. The planning minister also urged the authorities concerned to ensure better use of the modern technologies in carrying out development works. He also called for ensuring transparency in spending public money and underscored the need for implementing projects within a short time.
