Dhurjjati Prosad Sen, managing director (MD) of B-R PowerGen Ltd, has allegedly manipulated the tender to financially benefit the contractor from a particular political party by involving his officials and employees in unethical practices.
A representative of Sultan Oil Industries Ltd in a General Diary (GD) filed with Shahbagh Police Station said that during the Anti-Discrimination Student Movement, he went to submit a tender schedule on behalf of the company at 8/A Ramna, IEB Building (9th floor) at 11:00 am on July 29.
“On my arrival at the basement of IEB building, defendants Yamin, Ashrum, Shoheb and Sabbir, on behalf of Shahjalal Enterprise, and 12-14 unidentified individuals assaulted me and threatened to kill me, forcing me out of IEB building and preventing me from submitting the tender.”
When he verbally informed Chief Engineer of B-R PowerGen Ltd Md Rasheduzzaman about the incident, the chief engineer told him that he could do nothing in this regard.
Despite allegations of obstruction against the contractor during tender submission, the complainant alleged, MD Dhurjjati Prosad Sen awarded the tender to the contractor with the connivance of the assistant private secretary to the state minister for power and energy reportedly after receiving a bribe of Tk 50 lakh, instead of cancelling the tender.
During visit to IEB building on August 19, it is learnt that the Awami League government reappointed Dhurjjati Prosad Sen as the managing director on a contractual basis. He has abused his power and created a local political circle to secure the appointment for the second time.
Although his appointment was supposed to be cancelled this time, it was extended in exchange for money under the influence of the APS to the state minister for power and energy.
According to a person who did not wish to be named said that a tender was awarded to a company owned by a relative of the APS for selling about 2,700 kilolitres of unusable, water-mixed furnace oil sludge from power plants in Kadda, Mirsharai, and Sreepur. The tender reference is: 27.31.0000.021.41,002,24,208, dated 10/07/2024.
The MD hastily issued the work order on August 1 when the student movement was at its peak. Though the deadline for receiving the sludge has expired, the MD has not yet re-tendered the project. He is out to award the work to the APS-trusted individuals.
Despite all these developments, Dhurjjati Prosad Sen is still determined to award the work to the APS.
While talking with Bangladesh Post, Dhurjjati Prosad Sen denied all allegations brought against him, claiming that he was not involved in politics of Awami League or any political party.
But in all the programs of the Awami League in 2023, the banner of B-R PowerGen Limited has his picture, which is financed by B-R PowerGen Limited. When asked about this, he kept mum.
When asked about how he could sign a work order bearing the monogram of a political party and about the GD filed for obstructing tender submission, the MD said he was cancelling the order and inviting a re-tender.
No action has been taken till filing of this report despite 12 working days having already passed.
