The implementation rate of the annual development programme (ADP) hits a five-year high of 9.43 percent in the first quarter of the current fiscal year 2022-23 despite global economic crisis.
The implementation rate increased by 1.17 percent to Tk 24,148 crore in the first quarter (July-September) of FY 2022-23 from 8.26 percent or Tk 19,559 crore during the same period last year, according to the latest data available with Implementation, Monitoring and Evaluation Division (IMED).
According to IMED sources, the highest ADP has been implemented during the July-September period of the current fiscal year in the last five years.
In the previous four years, the implementation rate was limited to 8 percent.
In the first three months, Tk 14,926 crore was spent in 2018-19 fiscal year, Tk 17,343 crore in 2019-20, Tk 17,301 crore in 2020-21 fiscal year and Tk 15,559 crore in 2021-22 fiscal year respectively.
The size of ADP in the current fiscal year is Tk 2.56 lakh crore.
A senior IMED official said, "Employment is created when the project money is spent. The income of the working class people increases. That's why ADP should spend more money at a time of high inflation. And unnecessary projects need to be cut."
However, the projects are divided into A, B and C categories.
A total of 646 projects in A category will be implemented with highest priority. The entire amount of money allocated in the current ADP in this category will be spent.
Allocation from domestic source for 636 projects in category B has been reduced by 25 percent while 81 projects in category C will be kept alive with nominal allocation.
According to the IMED report, the ADP implementation rate of some of the ministries and departments is more than the national average.
Of these ministries and departments, power division has implemented 13.75 percent, science and technology ministry 12 percent, railways ministry 12 percent, bridges division 12.51 percent, local government division 10 percent, the prime minister's office 10.89 percent and health services division 10 percent.
But the ADP implementation rate of some of the big ministries and departments is less than national average.
These include secondary and higher secondary education department 6.47 percent, primary and mass education ministry 3.95 percent, water resources ministry 5.8 percent, shipping ministry 3.22 percent, and civil aviation and tourism ministry 3.49 percent.
