NZ sees 21pc rise in foreign student enrolment

New Zealand has reported a 21% jump in international student enrolment in 2024, reaching 83,425 students — 72% of pre-pandemic levels. Education New Zealand (ENZ) confirmed steady growth across all sectors, with standout increases at government-funded PTEs (+59%) and primary (+53%) and intermediate (+32%) schools.

Graduate studies also saw impressive gains, with master’s enrolments surging 68% from 2023. Most international students came from China (34%), India (14%), and Japan (9%).

On 14 July 2025, Education Minister Erica Stanford launched a new international education strategy titled "International Education Going for Growth", aiming to double the sector’s economic impact from NZD$3.6 billion in 2024 to NZD$7.2 billion by 2034. The plan targets 119,000 enrolments by 2034 and aims to make New Zealand a top-three study destination for 22% of prospective students globally.

To achieve this, the government will roll out a global branding campaign, an AI-driven support platform, and a revamped agent network. It also plans to improve student visa processes.

From November 2025, eligible international students can work up to 25 hours per week, up from the current 20. Work rights will also extend to all tertiary students in approved exchange or Study Abroad programmes.

The government is exploring a short-duration work visa for graduates not eligible for post-study rights, giving them time to seek employment under the Accredited Employer Work Visa pathway.

“We’re taking a strategic, quality-focused approach to growth,” said Minister Stanford. “International education remains a key economic and cultural pillar for New Zealand.”
