Minimum HSC to set for Pvt School, College MC’s President

Major reforms are looming for the Managing Committee (MC) education qualification of private educational institutions as the government sets its sights on establishing new guidelines for the eligibility of individuals aspiring to hold the position of president in the MC..

A proposal has been submitted to the Law Ministry, awaiting finalization upon receiving the Ministry's feedback and subsequent issuance of an official notification.

The proposal underscores two key requirements for prospective presidents: a minimum educational qualification of at least a Higher Secondary Certificate (HSC) pass and a limitation on consecutive terms, stipulating that an individual cannot serve as president for more than two consecutive terms. 

Presently, private schools and colleges operate under regulations established in 2009, which notably lack provisions regarding the 

educational qualifications necessary for individuals seeking the 

presidency within the management committee.

Currently, the National Teachers Registration and Certification Authority (NTRCA) plays a 

pivotal role in the recruitment of teachers for private educational institutions.

 However, critical administrative functions such as the selection of principals, approval of leave, budget management, and salary disbursement fall under the purview of the institution's management committee.

Professor Tapan Kumar Sarkar, Chairman of the Dhaka Board of Secondary and Higher Secondary Education, shared insights with the media, indicating that the proposed changes are nearing finalization. He emphasized that the new regulations will mandate a minimum educational qualification of an HSC pass for 

presidential candidates, with a concurrent consideration to limit individuals from serving more than two consecutive terms.

The implementation of these proposed measures signifies a significant shift in the governance structure of private educational institutions, emphasizing the importance of competence and accountability in leadership roles. By setting clear criteria for the presidency, the government aims to ensure that individuals entrusted with leading these institutions possess the requisite qualifications and adhere to principles of good governance, ultimately fostering a conducive environment for quality education and institutional development.
