Govt secondary school teacher transfer policy announced

The Ministry of Education has announced the opening of transfer applications for government secondary school teachers with the publication of the 'Government Secondary Level Teacher-Officer Transfer Policy-2024'. The policy aims to modernize the existing transfer system for teachers and to ensure a fair environment of education and maintain administrative discipline at the secondary level.

In the past, government secondary teachers faced long-standing obstacles when it came to transferring to different schools. However, with the new policy, teachers can now apply for transfer every year in the month of October. The policy also states that the government can transfer any teacher at any time in public interest.

According to the Directorate of Secondary and Higher Education (MAUSHI), there are over 17,500 government secondary school teachers in the country. The policy is expected to provide much-needed relief to these teachers who previously had to rely on a circular from 1994 and an office order from 2005 for transfers.

The policy outlines several conditions that teachers must follow when applying for a transfer. For example, teachers of other subjects cannot be transferred against vacant posts of subject-wise assistant teachers as per the organogram. Additionally, if both husband and wife are government employees, preference will be given for transfer/posting to the place of work of husband/wife or to the nearest place of work.

The policy also gives priority to the applicant's own district/adjacent district when it comes to transferring teachers. It also states that if a teacher working in the city and district headquarters has been employed in the same institution for more than 6 consecutive years, they will be transferred to
