Chattogram City Corporation (CCC) Mayor Dr. Shahadat Hossain has unveiled a proposed budget of Tk 2,145.42 crore for the fiscal year 2025–26.
The announcement was made on Monday at TIC auditorium in the port city.
Shahadat Hossain has presented the revised budget of Tk 1,221 crore 96 lakh of the Chattogram City Corporation (CCC) for the fiscal year 2024-25 and the proposed budget of Tk 2,145 crore 42 lakh for the fiscal year 2025-26.
He said, "When he took charge, the total debt of CCC was Tk 596 crore, of which Tk 146 crore was due to DSL. But now it has come down to Tk 400 crore. We are working to make the city corporation financially self-reliant through continuous debt repayment, increased revenue collection and administrative reforms. For the first time, it has been possible to collect Tk 140 crore as municipal tax from the Chattogram Port Authority."
The mayor said, "This time, it has been possible to collect Tk 140 crore as municipal tax from the Chattogram Port Authority. In addition, with the help of JICA, the automation process has started through a modern budget and accounting system. Hopefully, the entire accounting department will come under automation by the next fiscal year."
City mayor said, "Tk 65 crore 76 lakh has already been paid for development assistance allocation and about Tk 60 crore for the World Bank's Covid-19 assistance. Tk 34 crore 46 lakh has been paid for income tax, Tk 38 crore 16 lakh for VAT, and Tk 19 crore 18 lakh and Tk 27 crore 86 lakh have been paid for gratuity and provident fund for officials and employees, respectively. Gratuity of Tk 50,000 per person to 400 people continues to be paid every month."
Emphasizing the implementation of CCC income-enhancing projects, the Mayor said, “If appropriate initiatives are implemented, revenue income will increase manifold and CCC will become financially self-reliant. Currently, there are 214,673 holdings and 126,834 trade licenses in the CCC area. Tax and license management has been brought online and public hearings are being conducted through 8 review boards.
Regarding modernization in cleaning activities, the Mayor said that lakh of soil and garbage have been removed from 19 canals. 148 projects have been implemented to clean drainage, and there are plans to implement 200 more projects during the monsoon. Modern methods and American technology larvicide have been used to kill mosquitoes.
As part of the initiatives taken to reduce waterlogging, the Navy is being given the responsibility of cleaning the Agrabad Box Culvert. Work worth Tk 2 crore 20 lakh is underway.

The mayor said that 10 acres of land have been purchased in Dakshin Pahartali for the construction of a modern waste treatment plant and the construction work of a bus-truck terminal in Kulgaon area is also progressing.
He said, "The Premier University established by CCC has been brought back under the CCC and is being managed through a board of trustees."
The mayor said, "The four action plans of the mayor announced for the 2025-26 fiscal year are - completing the ongoing recruitment, providing training to officers and employees, formulating and approving a new organizational structure, and taking initiatives to digitize CCC activities. An application for approval of the complete manpower structure has been sent to the Local Government Department. A 'Citizen Charter' has been formulated and published on the website, so that citizens get a clear idea about the type and time frame of the service."
The mayor said, "To ensure transparency in job recruitment, CCC has launched its own job portal. In the first phase, more than 35,000 applications were received for the notification of 123 recruitments against 22 posts. "
